Drive setup for Adobe Premiere Pro with 1 sata and 2 ssd

I have one sata and two ssd drives, the ssd drives are 450 gb and 30 gb. What is the best setup? Can I, do I want to, put the programs on the ssd or the sata with the operating system on the sata?

Kingston SV300S37A/480G internal SSD 480GB (6,4 cm (2,5 inch), SATA III)
The SATA is an HDD WDC WD2001FASS-00W2B0.

480GB SSD - OS and applications
30GB SSD - scratch space for Premier Pro, OS pagefile, etc (too small for anything else)
HDD - final target for finished Premier files. All other personal files. Doc/txt/music/downloads/video

What if I add another SSD? My original intent was to use the removable 30 gig SSD for individual project files, both source and finished.
This computer is dedicated to Video. The HDD is not used for personal files.
I found this from an Adobe white paper: "Preferred is a four-drive system, with one dedicated to the operating system
and software, the second for source media and project files, the third for the media cache or
scratch disk, and the fourth for exports and final renders. "
They do not talk about SSD or sizes.
I could take out the HDD or add another internal SSD?
What do you suggest?

More SSD is never a bad thing.
Yes, using another SSD for project files would work great.

My system:
500GB SSD - OS and applications
250GB SSD - Photo work, primarily Lightroom and Paintshop Pro
250GB SSD - Video/CAD Hitfilm Express and Rhino3D
960GB SSD - anything that does not fit the above, and plugins for all the above software
120GB SSD - scratch for above applications

10TB NAS box (4x4TB HDD, RAID 5) for backups and final resting place for long term storage.
