Question "Driver Timeouts" When there is only 1 monitor connected ?

CPU : Ryzen 5 1600 AF
Mobo : Asrock B450M PRO4
RAM : Teamgroup T-Force Vulcan 3200 MHZ CL16-18
GPU : RX 580 XXX 8GB
PSU : Thermaltake 700W Smart

This issue happens when two monitors are not connected. It begins with a weird red pattern all over my screen and then it goes black only to get signal a couple seconds later. The PC is practically unusable when this is happening. I had issues with my GPU before but I sent it back to the manufacturer and I thought that would be the end of it. Its very confusing to say the least and I need help with it.
