Drivers gone crazy.

Hi guys, I have problem thats bothering me since getting this graphic card, when i start pc picture is normal, buth with some idk how to say, mistakes, some flat lines, mixing colors, and then i need to restart, then all its ok, I mean every time i wanna be on pc i must boot him twice to get started.. some times i get bsod, some times not..

I know that graphic card driver is bad but idk what to download, what driver is good, my graphic card is radeon hd 3450, i know its low graph but i use it just for fun, I dont need anything better than that, just that driver is annoying me.
So if anyone is had this problem please give me link of driver or what so ever..

And my pc specs are: Core2Duo e8400 3.0, 4gb ram dual chanel, 250 WD HDD, that graphic card I've writted about and Dells motherboard (PC is SFF, Dell Optiplex 760)

You want the drivers on that page I have a few older agp cards from ATI before amd bought them and the newer drivers wont work in windows. So I had to revert to the older ones!

Depending on the game it may just be the GPU can't handle the game, the 3450 is an older card, think circa 2010/11 and used DDR2

No bro, I dont have problems while im playing games, just when im starting up my pc, when i start its normal picture but with mixing lines in colors, looks like graph is broken, and when it turns on desktop, its freezes 2 times then i can use, but normaly i restart PC then its starts normal, without lines or anything, when it turns on its normal, there's no freezing etc.. Its like any other graph card, so its just problem at starting up, in the proces of starting there i get bsod, it depends when, sometimes i do get, sometimes i dont get bsod.. Understand now?

That sounds more like a failing CPU or GPU or possibly power regulation via the mobo, I'd lean to PSU do you have a nother you could test with

PSU is ok, I'm thinking about drivers but I cant find proper drivers without that problem..

Guys I've found solution, problem is GPU, until GPU dont heat he will throw lines and that stufs, and when it gets 30C and above its normal, so idk, ill try to change termal paste.. Thanks guys for your help, really apriciative.
