You can have as many instances of same windows OS version as you want - as long it's on the same pc.
You can't run more than one OS simultaneously anyway.
Legally - MS allows one backup OS copy.
But technically you can have as many as you want, if you have appropriate storage capacity for it.

Just be sure you have only ONE drive connected when you install each OS. Physical disconnection of all other drives.

for network latency hunt, there are registry tweaks which do help with low latency, but on the other hand it lowers bandwith, windows by default is configured for high bandwith, high latency, not even talking about system latency/timers in favor of lower powerAnd the reason you can't use that same OS for everything else?
