Dual Cores are rare these days and it's a 3-4 years old technology and frequency doesn't matters if you're comparing a technology that has released 4 years back with the new technology. Core i series is much more power efficient and also performs multitasking better than dual core ones. Also it has full support to new features i.e USB 3.0, Thunderbolt, DDR3 Rams etc etc there's tons of new features youll get with new gen core i series. I would buy a core i3 1.8 GHZ rather than getting 3 ghz dual core, because it's more future proof. If you really don't have budget than get a core 2 duo at least.
remember Dual Cores, Core 2 duo Cpu's fit in LGA 775 Sockets whereas Corei3, Corei5 and Core i7 First Gen fit in LGA 1156, 2ND gen/3rd gen i series(i3,i5,i7) fits in LGA 1155 Socket and 4th Gen Core i series fits in LGA 1150 so keep this in mind too to select compatible motherboard while purchasing.
Yeah, we need more information here, exactly what dual core CPU are you talking about? Frequency does matter, especially for gaming. Its not as important as it once was, but a 1.8ghz anything is going to simply suck running games at anything over lowest settings.
