Question Dual Monitor Issue with Refresh Rate

The problem is when connecting the 2 monitors together. Knowing that I was doing this for a year. Now for some reason the problem appeared and the main monitor does this lag and is not usable.

I thought it's the drivers and I even installed a New windows. the issue disappeared and then it appeared again.

I changed the cables. I connect the main Monitor with DP and the other one with HDMI.

Yesterday I changed the DP with a cable the changed the dp to HDMI and connected them both no issue however the refresh rate decreased to 60 FPS.
So I figured out how to solve it and reconnected again the DP and changed the refresh rate to be 120HZ and it worked fine and when i changed it again to the native resolution with 144 or 165 the issue persists.

So the Question here. Is this an issue with the monitor ? or the GPU ? If it is the monitor it is most likely still under the insurance.

If it does it in bios screen, then it's the monitor. If it only does it when in windows, then it's probably either the gpu or files.
