Dual monitor Problem with tearing both vga monitors one with DVI to vga adapter and the other hdmi to vga

My setup
motherboard : Rog strix b350-f gaming
cpu: ryzen 7 1700
gpu : asus radeon r7 370 4GB
ram: G.skill ripjaws V 2800Mhz

I have 2 monitors an asus vs228 and an LG w2234 , the asus has a 1920x1080 resolution and the lg has 1680x1050 resolution both at 60Hz and both have VGA input.

I have the asus connected to my pc with a DVI-I to VGA adapter and the LG with an HDMI to VGA adapter .

The problem I'm having is that the secondary screen (whichever is selected as secondary in windows) has horizontal lines moving upwards when any of the screens updates (e.g. I move a window or watch a video) is there anything I can do about it?
 
That i had usually with R7 250, for a quite long time and never with nvidia or intel HD, i blame amd drivers for that, usually sometimes its normal, sometimes drivers crash.
But to mention in games windowed or fullscreen its normal.
I blame the 2D clock set too low on desktop.
