Question dual monitors, playing game on one, streaming on the other

I am using Verizon 5G for internet, stable at 300mb/s.
My GPU is NVIDIA GeForce RTX 3060.
64G RAM,
12th Gen Intel(R) Core(TM) i9-12900K 3.19 GHz.

I have a weird problem, one monitor I play WoW and the other I stream videos or watch live football, etc. Wow has no latency or display issues but the video drops frame rates, has lower quality video, and gets choppy.

I thought I had turned off all optimize for game settings, and I still have issues with the streaming monitor. Is it my GPU? thanks for the replies in advance

So your internet service is 300D/20U
When you are gaming you are using mostly download and just some upload bandwidth, but when streaming you are using mostly upload bandwidth.
To live stream 1080p at 60fps you need a reliable 10 to 15 Mbps upload speed.
