Dual SIM IMEI Blocking ?

For a lost or stolen dual SIM device do both IMEI Numbers have to be blocked (blacklisted) for the phone to be, effectively, useless ? I don't quite know where to post this thread or how to ask my question clearly, sorry if it doesn't make much sense.

You do understand there's a level of international cooperation regarding blacklisted IMEI's? You call your provider, they submit a block request for those IMEI's to a central registrar (a la crime database), and it is implemented across all participating networks - and there's a lot of them.

A block is easily good for NA, I'm pretty sure you're hit Europe too - there are a few countries where it is not implemented, but you'll cause them a fair bit of trouble trying to sell the full phone.
