Dx11 low VS Dx9 High settings

I want to know that which settings will be better Dx11 low VS Dx9 High
for instance when i run saints row the third in Dx11 mode and high settings
i get an average of 25 fps and when i lower settings a bit then i get 30+
FPS so should i switch to Dx9 for high settings or playing in Dx11 worth
it even in lower settings...?

My specs:-

CPU: i3 2100
RAM: 4gb 2x2 @ 1333 kingston
GFX: HD 5770 1 GB
Display: 1440x900

I would play it with DX9 and high graphic settings. DX11 with low graphic settings will very likely look worse than DX9.

And 1 more question how much difference is between Dx 9 and 11 is it huge, like should i upgrade my graphics card and play Dx11 on max.

Right now, a video card that will ably play DX11 is pretty expensive (still) and there aren't many titles that can showcase DX11. So, it's a matter of choice and how deep your pockets are.

The difference between DX9 and DX11 can be noticeable if a lot of DX11 effects are being used, but that also means a decrease in performance.

To determine if it is worth upgrading to a card capable of good DX11 performance, just play Saints Row in DX11 mode with high settings and look at the graphics, then do the same with DX9. If you like what you see in DX11, then start saving up money.
