I have an R9 390x and an R9 270. I read that DX12 will potentially allow GPUs to combined that are not usually able to be combined. I assume this means two AMD GPus and not just one nvidia and one AMD? Or does no one really know how it will work yet?

Solution
In theory, I think DX-12 allows that such a combination is possible.
But, do not hold your breath.
AMD nor Nvidia have any interest in supporting the other guys in their drivers.
And... you will be waiting for DX12 games to be implemented(very few now) and for support(in windows 10)

Past that, nobody knows if such a combination will provide good consistent performance or not.

My advice is to plan on a good single gpu card if there is one available that will do the job.

I'll throw in since you have AMD cards that preliminary tests have indicated that current AMD cards get a noticeable bump in performance when running a DX12 game. So your 390x will run a little better once games start shipping with DX12 without you having to do anything but wait. http://arstechnica.com/gaming/2015/08/directx-12-tested-an-early-win-for-amd-and-disappointment-for-nvidia/
