Question Dying gpu?

Hey everyone recently I built a new pc and everything it starts up before lockscreen on windows half of the screen artifacts. I have an aero 4090 besides that I don't really think I've noticed anything else. Here's what it usually looks like.

Btw the temps are always normal and I don't have any artifacts in games the only thing I've noticed is that it underperforms in stray and re4 but that's it besides that every other game is preforming perfectly

That looks like drivers are not initialized on time and/or monitor doesn't recognize signal at that time.

Can show the order drivers and apps are starting.
Did you install all drivers (GPU, Chipset and Monitor) or are they default Windows drivers ? Try updating or redoing them from respective manufacturer's source

But it kept doing the same I'm thinking maybe it could be that the current drivers might be the good for my current gpu?
