E5450 Undervolts Horribly, Can't Get a Quiet System

I have an E5450 in an Asus P5E-VM HDMI. Using an Intel stock 90w TDP Cooler (E5450 TDP is 80w), I get around 50c idle, and around 80c under 100% load, sometimes getting to 85c. I've undervolted NB, SB, and PLL to the lowest with completely stable Prime95 results, but for some reason, the Vcore won't go under 1.225v before becoming unstable. I see other people's results getting to 1.15v or even closer to 1.1v, so I don't know why I'm not able to even get down to 1.2v. I'm not overclocking (stock 3.0ghz), and the problem was the same even before I undervolted the other parts of the motherboard.

Any help would be appreciated!

My advice is stick with the DEFAULT settings, then:

a) replace the CPU cooler, and

b) make sure the FAN PROFILE is optimal (get from Asus site for that motherboard)

The NB and SB don't even have fans so there is no point messing with their setings.

COOLERS for that socket: https://pcpartpicker.com/products/cpu-cooler/#c=13&R=5,4&X=0,4767&sort=-rating&page=1

good value coolers (some have rebate offers which suck as you first and you must redeem so factor that in as it may not be worth it):

I recommend the BE QUIET personally which should be SILENT in idle, and very quiet in full load.

NO FAN SOFTWARE, so you have to use the BIOS SETTINGS though don't do so without a better cooler as you don't want to be going above 80degC often.

There MAY be some 3rd party like SPEEDFAN that will work if you get a new cooler.

UPDATE: the software it's supposed to use for the fans is called "ASUS Q-FAN 2" but it's not listed at the site.

If you have Vista or newer then the fan software should work if it's meant for Vista or newer. Maybe you still have the CD, or even have Q-FAN 2 installed?

I'm not worried about temps too much, under 85C is fine for me, so the fan profile in BIOS is set to "silent". It's just that the cooler is too loud for me, and I can get a lower RPM with lower temps as a result of undervolting. I just can't get a proper undervolt for some reason. Do you think it's because of the motherboard?

I know I can get a better cooler, but the total cost of the build is barely $300 CAD, and I don't want to spend $40 CAD for a cooler.
