E6400 CPU-Z reading

Ok i havnt been worried about this really, but its annoying me. When i run CPU-z (1.39) it gives me a reading of about 390mhz (which i set as 400) x6, which i have set in bios as x8. Is this just a bug or is it really running at this speed?

I did a test on pcpitstop and it gives me the correct reading of 3.2ghz.

The result might be right ... or might be wrong depends on what you set EIST and C1E in BIOS.

Ok i havnt actually come accross these before (noob). I read up about EIST and it seems that it lowers voltages and the speed to reduce power and heat? Are there any risks in turning it off? I had a quick look at C1E but havnt really found anything, whats it about?
