E6750 Core 2 Duo 2.66 Ghz processor temperature issue! HELP?!

This is my idle temperature details-

and my loaded temperature is 68-75C
My specs:
OS: Windows 7 Ultimate 32-bit SP1
Processor: Intel Core 2 Duo E6750 @ 2.66GHz (Conroe 65nm Technology)
Motherboard: ASUS P5P41T LE
RAM: Cheval 2GB DDR3 1333
Lan Card: Atheros AR8121/AR8113/AR8114 PCI-E Et
Monitor: SyncMaster (1024x768@60Hz)
GPU: 2047MB NVIDIA GeForce GT 610 (MSI)
HDD: 74GB SAMSUNG HD080HJ ATA Device (SATA)
PSU - 220 Watt

I applied some thermal pastes on it, it just helped to get under 2 or 3 degrees that's all. What should I do?
 
According to that, your 12V reading is faulty and so you should get a new power supply. But check the 12v, 5v and 3.3v readings in bios/uefi. Post the results.

It doesn't show your cpu cooler fan speed. Check in bios/uefi and post.

Blow your case out with compressed air to get rid of dust - especially from the cpu cooler.

If temps aren't then 35C max idle and 50C max gaming then re-seat the cpu cooler (Google it).

If temps still not OK, get a better cpu cooler.
 
I checked the BIOS and it shows:
12V - 11.932
5V- 5.094
3V- 3.296
And I bought the Motherboard, Processor and PSU new. There is no dust inside, I cleaned it all. I used Dual Core before, that was okay with this Heat sink. That never went above 45C. I checked the Heat sink a lot of times, it fitted well. It's running on 3096RPM maximum and 3040RPM minimum speed.
 
But, I checked it with other temperature monitor. It shows the same... as in RealTemp, CPU-Z, Speccy, Core Temp, HardwareMonitor. But, SpeedFan shows 10 degree lower than other monitoring software. SpeedFan shows my idle temperature is 34-35C
And by the way, how can I just bump up my Cooler speed? Tell me about it.
