E8400 running at 2ghz ?!?!

basically, i just got a new PC:
e8400
2gb Corsair pc6400 ram
ati 4850

basically in CPU-Z it rates the cpu at 2ghz with a 6x multiplyer!
it occasionally goes up to 3ghz with 9x.

is there a way to get this thing running at a constant 3ghz?

okay sorry - iv realised this is Intel's Speedstep thingy which can be disabled in the bios.
my bad!
