The words Easy and overclocking don't belong in the same sentence, especially when it comes to Vega 64. Patience is the name of the game.

If you're not looking to put the time and effort in I suggest the new 18.12.3 drivers, in Wattman there is an Auto Overclock mode, its worth a try. Probably better than you'd do "the easy way". You don't need Afterburner or any of that, for now.
 
Msi ab is probably the best due to its on screen overlay. I'd say run your card for a bit to get an idea of how it works. When you feel up to it slowly increase core and mem clock values. These will be minimal increases plus one hundred for example. Your gains in performance will come from increasing power target. Be aware it will suck power like nobodys business, the nitro has a great cooler so temps shouldn't be an issue. Increasing voltage has had little affect for me with the nitro card. Keep in mind people are reporting better clock speeds by under volting and underclocking but I haven't had success with that
 


Okay so on After burner, I set the fan speed higher and it just goes back to zero. Do you know why?

OP here are a couple guides. You don't need anything fancier than wattman to do this which is built into the driver, but if you prefer Afterburner it works too.

Read what you wrote again, to someone who doesn't know anything about overclocking, you told them to add 100mhz off the bat (which you should never ever do). Heck to me, someone who does, thats clearly what was written.

You don't have an RX Vega 64 and overclocking it is different than the RX 580 and Nvidia cards you do have, but in no case is adding 100mhz ever correct.
