recently build a win 10 computer for work and have been having an extremely strange issue. When I open up chrome I get a ERR_TIMED_OUT and strange stuttering after opening chrome. this stuttering persists through all programs and even prevents the computer from restarting. I have updated all drivers and chipset and have also reinstalled chrome. I even have tried my personal computer using the same ethernet line and everything works perfect. I am starting to think it may be a hardware issue but I do not even know where to begin on this beyond strange problem.
Edge works but chrome doesnt computer seems to have small freezes aswell.

I managed to fix the problem. It is caused when in the internet options, in the lan page, auto configuration is on. Sometimes my router settings changes or i change ip or dns server manually but the computer wont continue and just sais err time out. All you have to do is go and disable that auto mode like uncheck it,
