Question Elden Ring low fps no matter the settings

Hello community.

I buy Elden Ring on Steam recently hoping to have a smooth 60 fps experience but that´s not the case.
I always get like 45-50 fps at the free world no matter the graphic settings with my cpu at 40% usage and my gpu at 75%
At the first section of the game (the prologue) I get 60 fps smooth.
With my rig I should get always 60fps, but why is my cpu and gpu usage so low at the free world?

GPU: GIGABYTE GTX 1080 G1 Gaming 8G
Ram: Corsair Vengeance LPX 16Gb (2x8Gb) DDR4-2400Mhz
Disc: SSD SAMSUNG 870 EVO 1TB
PSU: Seasonic S12II 520W
