Electric Leakage felt on case and keyboard, wish to know exactly WHY

Done some searching about the electric tickle people feel on some electrical items which don't have an Earth wire . Only the pos and neg throughout the system which is what I have discovered. What I want to know, is where's it leaking from ? Del released a press notice saying there is no danger to components nor the person touching. I agree 100% . I even have a lamp that is activated this way 😱. The slight voltage drop detected triggers the lamp settings.
My case being Ali does it and now my keyboard being ali based also does it.
The K70 is perfectly safe (seen the video to prove that)
Just would like to find the culprit. and yes I will be adding an Earth lead asap.

Double insulated (represented symbol ; a small square inside a larger one in europe)
means the 'live' and neutral (not positive and negative, this is A/C current remember-it goes back and forth not round and round) are protected twice from human contact in the event of a fault. Electricity can 'leak' from coils or it can be 'induced' by magnetic fields.
A pc case is metal but the psu may be double insulated meaning there is no earth wire on the power cable. If the case is not earthed differences (potential difference is another name for voltage) may be feelable if the case becomes charged.
Its a Vast subject. very difficult to explain in a few lines which is why sparky school takes 3 years.

From what the Dell spokes person said, it not dangerous and the residual current is fine with me. Had 2 230volt kicks in my life so far and this aint nothing but it would be nice to eliminate just in case it attracts a lightning bolt
