Did the change in board seats represent a change in ownership or financing ? The article did not say.

Or did the CEC just no longer need to keep up the window dressing now that the revised "entity" list showed that the US wasn't buying it ?

EDA tech is clearly very important in the creation of modern microtechnology - Arguably more important than the specifics of foundry processes.

EDA tech is clearly very important in the creation of modern microtechnology - Arguably more important than the specifics of foundry processes.
The reason for state ownership is not really about company's financing, rather it is because of whether the company's importance in order to achieve China's national priorities.
