Normally professional studio's have a control room for that purpose and a recording booth that's silent, but that's exactly always a option for home studio's.

Also anyone that just wants a silent PC in general or a fault tolerance one that they don't need to worry about fans cooling or needing routine cleaning not to mention most silent PSU tend to also be very efficient as well.

Simply put if you turn on your PC and you hear more noise then before you turned it on it's not silent even though it might be considered quiet.
