Pretend the contest was for a dvd player. If its region code were U.S., what good would it do anyone outside the U.S.? It's a lot more technical than that for other types of hardware meant for the U.S. but that should give you the general idea.

I thought it was simply a shipping issue, but its much more involved than that.
