Question entering power save mode

i was just using my computer like everyday then i wanted to update my card then i found that it must update vga BIOS then it asked to flash it from a file that i got it from GIGABYTE while the flashing is running my computer just frozen then i tried to open it again. then that's happened, entering power save mode then black screen, but when i just get the graphic card out of my computer and plug the monitor to the CPU it runs Normally and when i let the graphic card in my computer without the PCI-E cable it runs normally too. but with PCI-E it makes The both not working. (GPU-CPU) and still entering power save mode

My computer :
Intel core i5-4440 3.10Gz
R9 290 4gb windforce oc
Board GIGABYTE B85-HD3
OS Windows 10 64bit

What PSU are you using?

Couger but i didn't get it's info and yes the PSI-E cable coming from it, and yes i checked voltages and it's default as it must be.
