Entire PC is stuttering, even on desktop

I've had this problem for awhile, where absolutely no matter what my PC stutters every coupe of seconds. Even on the desktop, when I move my cursor back and forth, I can see it freeze every couple of seconds. I didn't have this problem when I first built my PC, which was a couple years back. So far, everytime I've had this issue, reinstalling/updating my display drivers seemed to fix it temporarily, but unfortunately it seems to always comes back.

My Specs Are:
MSI XPower Z170 Titanium Motherboard
EVGA GTX 1080 Ti SC Hybrid
Intel I7-6700k /w Turbo Boost on
16Gb G.Skill TridentZ RGB 2400MHz
2 x 250 Gb SSD's
4 Tb HDD

I would just really find the source of this problem and get rid of it, I'll comply with running any stress test or such. Thank you so much for your time.

seems like a faulty cpu

Disable the gpu and use the integrated graphics and if that fixes it the gpu is the problem
