epgu will not work in residential power supply

My egpu (Gigabyte GV-N1070IXEB-8GD Gaming BOX) does not work in my house or anyone else's house. However, it works on school power, business power, hotel power but not at anyone's house. I have been to PBTech (which is a tech supply company in New Zealand) and they say there is no problem with it. This was a special order. I am not sure if it is supposed to be able to work on residential spaces or if mine is just defective. I would like to know because PBTech doesn't want to refund it.

Just to clarify: you do mean electrical power connections/outlets versus internet connections - correct?

Special order via PBTech? Where did they get the box?

Found the following comment on Amazon's site:
