Keep away?
Good luck. If she's up, and you're alive and not busy trying to defend
yourself from her, it's OK for you to be in the zone. If she's up, and
it's not OK for you to be there, you'll know within about a minute,
because she'll hand you your ass so fast you won't know what
happened... and unless you're standing close to a cave or zone line,
you aren't staying away from <squat.>

Actually, there are some excellent quests in Veeshan's Peak that require
RoS faction. It is a royal pain in the butt to raise that faction,
particularly now after the MM revamp.

You do not need to deny yourself those zones, you just have to be
selective about what you kill. Named dragons being the worst choice of
course.

I've been in the zone with Gore up many times while I was KoS and not
been attacked, just keep your distance.

My guess would be she was interested in someone else at the time,
either that, or they've turned her aggro zone way down. I've had her
come after me when I have no idea where she even came from it was so
fast. And whenever I could see her, I was close enough for her to come
after me... fortunately she was far enough away that I had a good lead
and know the zone pretty well.
One time I got into the tunnel to the hidden side. Like a dumbass, I
didn't get any screen shots, but it was pretty funny, because she
couldn't get at me, and I was just a little ways inside. It was like
King Kong looking in the hotel room window, pretty funny.

I've seen her plenty of times over by the BW zone and in the desert
behind Karnor's, near where that gnome taskmaster is, too. I always
assumed she spawned over in the hills, but tours the zone, pretty
much.

Note: I agro'd Fabled Gore this past weekend coming in from the DL
druid port. I stopped in the tunnel for a bit and she teleported into there
and smacked me a bit. So I run off into the hidden vally and she teleports
into there and agro's on someone else going thru the tunnel. He runs off
and gets away because she's beating against the hidden valley wall prior
to teleporting. I then bolt thru the tunnel and she agros on me again
but having Eagle outran her to KC to begin a calm day of Fabled farming.

Might have been a train then. I've never seen her away from the snowy
area unless she was chasing someone.

Hmmmm, the thing is, I go though the snowy area on my way from the druid
circle to the FM zone line.

I've seen her wandering along the north edge of the zone, did not appear to
be chasing anyone.

Well Gore isnt up that often anyway, and even when she is, the zone is
large enough that you can often just run blindly through the snowy area
and not agro her because you just won't run in to her. I have hunted
in Dreadlands with my main, all of my alts, as well as run through for
whatever reason. I have tried soloing her a few times. I have been in
several raids and groups to kill her. She is always in the same place:
in the snow, over near or past the giant fort before you even get her
on ranger track. I have never been worried about getting agro while on
a lower level character.

You would have to purposefully pull her to KC or one of the other
zones. If you can't out-run her you won't live long enough to run her
all the way to a zone. And if you are trying to outrun her, you will
get far enough away that she will stop chasing you, long before you get
near a zoneline. The only reason to see her down in the regular
hunting grounds is because some jackass tried to solo her but didn't
want to risk death, so he pulled her to a zone before attacking. The
pull would literally take 5 minutes.
