Err CONNECTION REFUSED

Hi Guys,

I need help its starting to bug me. I'm running Windows 7 64bit. Using a Sony laptop VPCCW1Z4E

My problem is - ERR_CONNECTION_REFUSED

I dont have problems with google, facebook, youtube. I do however have problems with all other sites and downloads.

What i've tried so far;

in chrome, ive made sure i am 'automatically detect settings'

IPV4 ive made sure that i am auto obtaining DNS etc.

Ive also tried using 8.8.8.8 and sub 8.8.4.4

I've even cmd and flusheddns.

after trawling through the net and trying to find a solution they all seem to
mention what ive said above.

Nothing is working.

So, i've reformatted my laptop and i am still getting the same problem.

Any ideas?

Well formatting the laptop and reinstalling the OS would take care of the "delete chrome, reinstall", "clear cookies & cache" etc that would normally be the first stop(s).

Do you control your internet connection? It's possible many sites you attempt to access have been added to a blacklist by the administrator? If you pick a site at random, does it work?

Does it impact other devices/users? Or just your laptop?

I was going to mention about other devices. All mobiles and tablets.. Plus my pc are working as they should. Running through the same router. I have also opened ports.. As example I was trying to download eve online.. So I found which ports and set permissions.. Still nothing. It's the most oddest things I've ever had.
