Question Erratic frametime when GPU load is high

Using X-Plane 11 as an example (although this has been observed in other demanding games). When my gpu usage is nearing 99% i notice the frametime becomes very erratic and spiking at a very short near-regular interval. This causes the feeling of stutter even at higher fps .
I've tried many combinations of freesync with gsync compatibility, several vsync modes, low latency in ncp set to on or off and i can't fix this at all. Any ideas what could be causing it?

I locked to 30 fps in order to lower the gpu load significantly. And it's smoother but there are still occasional microstutters (not visible in fps graph), however when i lock to 29fps these are not experienced so far. Why's that?
 
I got a RTX 4060 and my usage decreased a lot, however this still happens.
Even at locked 60 this happens, the graph shows oscillations, although the stutters are much less violent.
Weirdly enough, toggling the MSI Afterburner graph off seems to smooth it, turning it on seems to cause the issue again. But turning msi afterburner off also creates those issues

I do not know if this is related to freesync/gsync
