Error 0x0000034 on Packard Bell ENME698MP

On my Packard Bell ENME698MP netbook, it comes up with the error 0x0000034. It says that there are boot files missing. I looked on YouTube and it told me to use a bootable Windows hard drive. I got the bootable hard drive, and when I went into the BIOS menu, on USB HDD, the name of the USB is not showing up. Nothing is happening now, what should I do?
