Error 0xc000021a and 'fixes' won't work

I have recently gotten error 0xc000021a and am unable to do practically anything with my computer. All 'fixes' of this problem require me to enter 'System Root\System32\Drwtsn32.exe -I,' into command prompt but it just says 'System is not a recognized as an internal or external command' etc. I am lost on what to do, please help me.

"SystemRoot" is an environment variable referencing where Windows is installed. Assuming it is C:\Windows, the command you want is: C:\Windows\System32\Drwtsn32 -I

You need to monitor the time these happen, reboot to safe mode, find the error in event viewer with the same time as the issue because this is most likely being cause by a 3rd party program.

Hi Onus!
When i writeing "C:\Windows\System32\Drwtsn32 -l"
CD replies with " 'C' is not reconized as an internal or external command, operable program or batch fil."
Please help!
