[SOLVED] Error 1603 while trying to install drivers

I just bought a new RX 580 and i'm trying to install the drivers for it but every time i get Error 1603. I've tried everything that comes up on google and youtube for solutions nothing works.
I've tried removing existing drivers and reinstalling, I've tried using DISM, and Windows powershell to run scans and fix, nothing works.

The installer gets to about 35% then I get the error.

specs:
RX 580 4GB
Ryzen 5 2600x
16Gb DDR4 RAM
MSI B450M Pro M2 Max
Corsair CX650 W
 
Solution
I tried this a while back and it didn’t work
however I have since fixed this issue by doing a fresh install of windows, I believe my problem was that since I changed hardware my version of windows became inactivated so this fixed the issue.
Be very careful while editing the registry.
Try these steps:
-Hit the Windows key + R, type regedit and hit the enter key.
-Navigate to HKEY_CURRENT_USER>System>GameConfigStore
- Set the value of DWORD GameDVR_Enabled to 0
-Go to HKEY_LOCAL_MACHINE>SOFTWARE>Policies>Microsoft>Windows
-Create key GameDVR
-Create DWORD 32bit and name it AllowGameDVR and set value to 0
-Open any window, type %TEMP% and delete all content of temp folder.
-Reboot.
