Cannot get Win10 to install on a Win7 machine. Have uninstalled everything that could be an issue and it hangs on doing update for Win7. Looks like it hasn't been updated since 2016.

Have you consider a clean installation?

Run the Microsoft “Easy fix 51044” MSI to see if it has to do with the TLS version.
