Firstly, this is the first system I have ever built. So I'm not super experienced. Anyways, my issue is as follows:

I'm trying to boot this machine. I get through the boot screen and can enter the BIOS menu, but I get stuck at a black screen reading "error: unknown filesystem. Entering rescue mode..." followed with "grub rescue>" and a command line. I did some searching and entered "ls", then tried "ls (every partition)". Each returned "(partition): Filesystem is unknown.". "insmod normal" returns "error: unknown filesystem." I don't know what the issue is.

The hard drive I'm using has Ubuntu on it and I have successfully booted it previously, just not with this motherboard and setup. I do not know which version of Ubuntu it is.

Solution
You need to have the installation media (USB flash drive or DVD) in hand. Then on your new system, you boot into the installation media. You will then follow the onscreen instructions to install the OS on your hard drive.

1. Download Ubuntu from their website (https://www.ubuntu.com/download). The file you downloaded is a disc image.
2a. Create a bootable USB flash drive (https://tutorials.ubuntu.com/tutorial/tutorial-create-a-usb-stick-on-windows#0)
2b. Or burn it to a DVD (https://tutorials.ubuntu.com/tutorial/tutorial-burn-a-dvd-on-windows#0)
3. Boot into the installation media (change boot order in BIOS to appropriate option).
4. Follow the onscreen instructions to install the OS.

If you cannot do steps 1-2 because you do not have...

How do I install the operating system if I can't boot the PC?

If you cannot do steps 1-2 because you do not have access to a computer, then you will have to buy or borrow it from someone. Ubuntu no longer sells USB flash drives from their store. I don't where you can buy legit versions of Ubuntu.
