SSE2 may be a feature of the cpu, which your sempron may not have.

The AMD Sempron 2200+ supports MMX, SSE, Enhanced 3DNow! but not SSE2.

You will need to upgrade the system with a new CPU, motherboard, memory, and graphics card.
