Since 9/01/2021 this started
I was after knowing why my gta fps were so low that i sart check all i updated all software unistall all games when i reinstalling gta i saw a thing in task manager that was pretty high i look depper and found errors
 
Solution
If you are on Windows 10, I would recommend doing a "Refresh My PC" operation. Windows is infamous for certain files/applications not working after an extended period of time. Refresh my PC keeps all of your files untouched, and all your games in the same place. Nothing will change other than windows completely reinstalling itself on your HDD/SSD. If this does not work, I would recommend doing a complete wipe of your hard drive (Backup of course) and reinstalling windows with installation media.

Here is a video on how to do a clean install of Windows using installation media. This is quite advanced, if this scares you, try the clean my PC option again, but select the "Remove Everything" option instead. Installation media is the cleanest and best way to do it though:
