Question GPU Getting Hotter Playing the Same Games With Same Settings Than My Older GPU

I upgraded to a 2070 super and ryzen 7 5700x3d at christmas and have noticed that games run either significantly higher temp or are causing the GPU fans to spin up to the max. Over the past 4ish years I went from having a 970 then a 1070 and now a 2070. On the other two GPUs I never once heard the fans and heating was not an issue even though I haven't changed any settings. I know some games like Assetto Corsa have issues with heating if you don't cap your fps but other games that cap it to a default of 150 fps are still spinning up the fans to the max. Could it be that my case has pretty much zero airflow (masterbox q300l with 1 seemingly weak case fan at the very top) and that my case is fully open to help with the heating so it is getting dusty? Should I get a new case? Also is it recommended to get water cooling if I get a case that supports it? If so what is a recommended water cooler for a Gigabyte 2070 Super?
 
The q300l is not the best case for thermal performance, i would try a "negative" cooling setup (more exhaust fans than intake fans), keeping the case fully open is not the best thing for cooling.

Im guessing the 2070 is used, what temperatures is it reaching?
 
The 2070 was a mid-range GPU and certainly doesn't require a liquid cooler. And it has a higher power draw than the 1070 so you should expect higher temp. If your case is open and you recently put the 2070 in it I don't see why dust and airflow would be a problem (unless you got the card already dusty). Do a clean up of everything (especially the GPU heatsink) with compressed air and see if it improves anything. But for the future, yes you should get a better case with good airflow so you can closedl it to prevent dust accumulation.

Also, high temperature is a relative term. What you think is too hot might be just normal. You should always post the temp you are seeing when you ask advice about... temp. It's the minimum requirement.

And if the GPU really runs very hot despite the dust clean up and the case being open, it might need to be repasted (I assume it's a refurbished card and if it got used for several years the thermal coupling might have gone bad, which would explain why the fans are spinning at max all the time (they try to cool down the GPU but they can't since the heat is not well transferred to the heatsink)).

Well my desk does get dusty very quickly so partially that lol. The guess I am thinking about the temperature in terms of the fans spinning up when it does get "hot." Typically its around 80c while playing graphically intensive games. The NVIDIA app has temperature target as 83c. I know that around 80c is normal but it is weird that it is triggering the fans. Initially when we got it it was happening in the menus of games within seconds of opening them and when we took it apart to check the paste it was dried out so we repasted (there is a chance my dad didn't do it correctly but I doubt it). Luckily it isn't all the times that the fans are on, just every 30ish seconds for 5 or 6 seconds long when playing certain games. Definitely going to be getting a new case as soon as I can.
