Ethernet cable not allowing internet.

Hello! Don't really know where to go with this type of question, but I've seen a few questions based around it asked here, but not quite what I need. About 2 weeks ago I upgraded to Windows 10, as I have done before, to see how it is. But as I did the first time I didn't like it so I chose to downgrade back to Windows 8.1. This time when I downgraded something happened to where whenever I would use my ethernet cable to get internet it wouldn't allow access. When I would go to an internet page using any browser it would say "Your connection is not private". I've made sure my time and date are fine, and they are. Currently how I'm using my computer is with a usb wifi adapter. I honestly have no clue how to fix this and what happened. If anyone needs more details I would be happy to provide them. Any help would be awesome, Thanks!
