Ethernet doesn’t have a valid IP configuration. Unidentified network.

So I recently moved to a new apartment and with the rent comes a network.There is no router so you connect with your cable directly from the wall. When you use it first time it should guide you to a website where you can log in and after you can use it. I have tried to connect with my PC but with no success. With my laptop it works, so the problem doesn't lie on the network provider. I have used similar connections before with no problem. I'm using my phone usb connection atm. Things i have tried:

Reinstalling TCP/IP Settings
Disabling and Enabling my NIC
Changed my network adapter settings
Uninstalled and reinstalled network drivers

Are you currently using a router? Were you told it needs a router?

Was your laptop the first device plugged in, by any chance? Are you using the same network cable for your laptop and desktop?
Depending on the device on the other (building's) end, they may have these ports security enabled (the first device connected may now have a static ARP/Mac table entry). If this is the case (you should call whoever handles your internet) then you can ask them to clear the entry and you'll need a router installed on your end.
Ask a couple of your new neighbors as well. Does everyone have a router if they use multiple devices?
