Question Ethernet is connected and working, however PC does not recognize it as a network

I have a weird issue where, my Ethernet is connected to my PC and allows me to use the browser freely without any issue. However, it isn't recognized by my PC and the message "Not connected - No connections available" keeps showing up. Although, I am able to use most of the internet functionalities , this issue restricts me from using any of the desktop apps (e.g microsoft apps, spotify, EA games, etc.). Any Solutions? [I have already tried changing cables, reinstalling drivers, resetting my network, /ip reset and flushing my dns]

[P.S This issue started after we shifted from two separate ISPs in two different rooms to a single one connected to two routers]
 
restart the routers
check if your firewall is set correctly (windows ethernet connection set to private and not public)
are you getting an ip address from your router which usually begins with 192.xxx.xxx.xxx and not something like 169.254.x.y?
