Question Ethernet keeps cutting out for 3ish seconds every 15ish seconds

I just came back from a week vacation, And got on my computer and when I was trying to do something, it was taking forever to load and I was wondering why, So i joined a discord and kept going from 10 ms to 5k ms within a few seconds then back down and back up, Cant play a game or anything, I was using a 100 ft ethernet connected into my router downstairs, I just tried a 20 ft cable connected into my wifi extender in my hallway upstairs and I am still getting the same issue, Wifi works fine, It's just the wifi actually sucks up in my room, Currently on a 1 bar while writing this. Ordered a new 100 ft ethernet but I'm not sure if that's the issue anymore or if its something like the ethernet port gone bad in my computer, Also the ethernet/internet works completely fine on a different computer.

Currently on 2GB up/down fiber internet plan.

Let me know any of your guys thoughts or if anyone has had this issue before and had a fix because I genuinely can't do anything on here right now, Thank you.

What do the router LEDs show? Do they have a pattern like what you describe ?
What does a continuous ping of your router IP address show? Is it consistent or inconsistent?
What about a continuous ping of 8.8.8.8 ? Consistent time or inconsistent?

Router LED's show green on everything, Called and asked my ISP if anything was wrong in my area also and they said everything looks good on their end, Pinged 8.8.8.8 and 4/10 said request timed out on my ethernet and same with the ping to my own IP address, Its like it completely disconnects for a few seconds then reconnects, Cause without the request timed outs, my avg ping to my own IP is 0ms and 8.8.8.8 is 11 ms

If the ping to your router IP fails, the problem is in your house. You now have to determine if it is JUST your PC or your entire network. Do you have a second wired device that you can start a continuous ping to the router? That is the simplest test. Maybe a laptop sitting near the router with a short cable.
I would probably also disconnect the WIFI extender, just in case it is causing problems in your network during your testing.
You want as SIMPLE a test case as possible. Just your router, your suspect PC and one cable. If you have to move your PC near the router for testing, then do that.

Do you have wired ethernet and wifi both enabled on same computer (and connected to same network/router)?
If yes, this will cause symptoms, you have described.

If you're using wired ethernet, then make sure wifi is disabled.

It is then just a single PC. You now need to see if it is a hardware or software problem. Easiest way to test that is to boot a portable Linux off a thumb drive. Test the ping of the router IP with Linux. If it is consistent then you have a software problem.
You may end up having to reinstall the OS to resolve that issue.
 
There were a few storms, but everything in my house other than this computers internet is working perfectly fine with no cutting in and out, Currently waiting on another new ethernet cord to get delivered, if that didnt work, Was planning on buying the TP-Link 2.5gb lan card
 
It is then just a single PC. You now need to see if it is a hardware or software problem. Easiest way to test that is to boot a portable Linux off a thumb drive. Test the ping of the router IP with Linux. If it is consistent then you have a software problem.
You may end up having to reinstall the OS to resolve that issue.
Don't have a thumb drive with me atm, Any other way to test it on windows?

Solved the issue, After trying 5 different ethernet cords (2 new ones), the last new one i tried ended up completely working, no lag so far after 30 minutes of usage.
 
Where some of the ethernet cables fakes. The very common fake cable are those flat cables that have wires much too thin to meet the standard.. There are also cables make from Copper clad aluminum wire.

When you use cable that do not meet the standards for ethernet you get very random and strange issues. Some devices tolerate these invalid cables better than others so you get very inconsistent test results. They "mostly" work or you would see massive complaints. Problem is you get these random strange issues.

Note even a cable the meets the standards can go bad. All it takes is a bit of corrosion on the pins or maybe a wire that is no longer making full contact inside the RJ45 crimp on plug.
