Ethernet not working, error code 10

Hi, my onboard network interface isn't working (Realtek PCIe GBE Family Controller). Device manager gives error code 10. I have a gigabyte b85m-hd3 mobo. There's an orange light which is always on, on the port (even without a cable)

What i have tried:
Installing newest drivers as well as uninstalling and letting windows install default ones.
Updated bios to newest available version.
Pinging 127.0.0.1 is successful although ipconfig /all shows no interface.
Unplugging power cords and draining static.
Cables are fine and tested
There is no Wake on Lan option in the bios, but disabled it at device manager

Am i missing something or is the NIC broken?

 
I did a fresh install of win10 and 7, even tried disabling windows defender.
It was working for about a year, I upgraded my cpu and about a
week later it stopped working
I tried disabling and enabling in bios to no avail
 
I'm currently troubleshooting this issue on an H170 Pro Gaming system that previously worked a bout a month ago when I unhooked it. I rebuilt the system, reinstalled Windows on a new drive, and now the ethernet shows no signs of working. Just a Code 10 unable to start error in device manager. Driver updated, but still not working. First thing I did was install chipset and all other drivers from the disc. Reset bios settings to default. Nothing.

*Edit: I think I found why mine isn't working.
