I've ruled out (I think) a few things.
1. My roommate connects to our internet through a wireless card and hasn't had trouble since.
2. When I restart the computer my internet works for a little bit before timing out, this hints that it isn't the wiring because if it were the problem would likely persist past the reboot.
3. I recently have been dealing with Adware called FindRight. I've tried to remove it multiple times and sometimes it looks like its gone but it comes back later. I use avast! and the browser cleanup does not detect it (or rather it detected it a while back but after cleaning it it still came back).
From what I read this adware doesn't look that malicious but the rate at which i've gotten it back makes me think otherwise. I attempted to delete it with AdwareCleaner and my windows failed to load after I rebooted, thus making me do a system restore to a previous version of avast!.
The light in my motherboard ethernet slot still lights up. A friend suggested drivers might be the issue, my reluctancy was that the Windows 7 network icon would show connectivity issues if they were to arise if it were mere drivers being out of date. The more and more I deal with this situation the more and more I think it is malicious software. Sadly avast! has proven not to be worth my money as I have done three full scans and come up with nada.
I'm anxious to get rid of this so any extra info you guys need just let me know and i'll try and give it. I want to nip this problem in the bud a safe way, because i'm considering resorting to a reformat if this problem lasts too long; hopefully at least to rule out a problem with malicious code.

Edit3: Something else thats weird is that my roommate is using a wireless card and gets 10x faster speeds than I. He isn't wired in and gets 5 ping, as do I, but his speeds are like 90 down and 90 up where mine is 8mbps down and 7.85mbps up
