Ethernet says limited over and over

my Ethernet keeps saying limited and i have tried all of the fixes i can find on the internet.

the Ethernet will be working fine then say "limited" and in about 3 mins later it will connect again. this happens about 4 times a hour in random patterns.

i have tried doing that with 5 diffrent cables (including cat5e and cat6) same problem through all.

I get that all of the time.
My problem is Windstream Internet service. No other choice.
Hopefully the new FCC rules will help finally fix it, with their mandated infrastructure upgrades.
