Question Event viewer error 0x15

I am trying to install radeon adrenalin edition 19.3.3 drivers for my RX 460. The AMD installer shows that the installation is succesful but windows 10 event viewer shows that there was a problem starting a service called amdkmdap and shows error 0x15. It happens with all versions of drivers. I have tried clean installing windows and turning off the Avast antivirus. I have some strange fps drops in games from 40 down to 20 and crash dump errors. I even tried warranty for my card and got the same but new one. The issue is still there. I have my windows and other drivers updated and I tried DDU.
My specs are-
MOTHERBOARD-AB350M GAMING -3
RAM-16GB DDR4
PSU-VS450
OS-WINDOWS 10 64BIT
CPU-RYZEN 3 1200

I would first change that PSU. It's nothing but an expensive paperweight.

I know the PSU is crap but first I want to solve this error which I am getting since I purchased my card.
