Every game that runs at high graphics makes me stop and stutter.

So recently I upgraded my GPU from a 750ti to a 1070 and I still have the same problem that was the fundamental reason I upgraded my GPU. My game will freeze and stop and stutter if Its running at high graphics. I have no computer knowledge and very much need help. This problem is very rare at the start of a session, but If I play for about 30+ minutes it will become really painful to play and happen certainly every 15-20 seconds.

Did, you buy 2 separate sticks of 4gb ram and then combine them to have 8 gbs?

If you have graphics or driver issues, one of the most common fixes is a clean uninstall and removal of your graphics drivers.

To uninstall your drivers, first download and run Display Driver Uninstaller, and follow it's recommendations of booting into safe mode and ect.
(This is a direct download link so you don't grab the wrong version)

You'll download a compressed file called "[Guru3D.com]-DDU.zip"
Right click and choose extract.
Go into the folder and run the DDU v##.##.exe
This will extract more files to this folder.
Run Display Driver Uninstaller.exe
Choose Yes when it asks you to boot into SafeMode.
After you've rebooted into safe mode.
When DDU comes up, if it hasn't selected your GPU manufacturer (Nvidia/AMD/Intel) then choose it from the drop down list
Press the Clean and Restart option
If a window comes up asking to disable the Windows automatic installation of display drivers click yes.

After (or before removing the old drivers, just put the new ones on the desktop or somewhere handy) rebooting back into Windows, manually download the latest drivers from Nvidia or AMD, don't use auto detect, choose you GPU model and OS from the drop down lists.

So here's some odd things i've noticed from your screenshots:

1. Your 6600 should be running at 3.3ghz, but according to CPU-Z the ram is only seeing it at like 2.2ghz (Speccy page, and CPU-z Memory page NB Frequency)
2. You have 2 sticks of ram, but they claim to be single sticks or single ranks, not 100% sure what that really means, but they should be dual ranks if they're actually a dual channel kit.
3. Your CPU speed isn't at it's max speed? try settings windows power profile to the high performance one (do a windows/cortana search for Power Options)

Well, you have something extremely wrong going on with your computer that doesn't seem to be the graphics card because both your old and new ones had it.

Have you tried just completely reinstalling windows? Starting clean deleting all old data?
