Question everything is jumbo

ok soi turned on my pc screen today and the screen is huge the taskbar now takes up have the screen. resolution is set at 1080p. everything is jumbo apps, webpages,

ctrl and scrool dont work for taskbar and stuff. yesterday i has scaling for one monitor set to 275% and the other set to 100% because im using a tv and a monitor with 2 different sizes and 2 different resolution but it changed it both to 275%
