Everything is plugged in and CPU LED is on, but the system will not start.

This is the first PC that I've built, so I'm not sure how to proceed.

Specs:
CPU: AMD Athlon X4 860K 3.7GHz Quad-Core Processor
Motherboard: Gigabyte GA-F2A68HM-H Micro ATX FM2+ Motherboard
Memory: Crucial Ballistix Sport 8GB (1 x 8GB) DDR3-1600 Memory
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Graphics: XFX Radeon R7 360 2GB Core Edition Video Card
Case: Thermaltake VL80001W2Z ATX Mid Tower Case
PSU: EVGA 430W 80+ Certified ATX Power Supply

As stated in the title, all components are hooked up to power, and I've tried every configuration of the front panel headers, but the computer still will not power on. If anyone has any advice, it would be much appreciated.

Try re-seating the CPU and testing with only CPU and CPU fan installed. See if still red CPU led.

So you're saying that I need to get compatible RAM and upgrade the power supply? Would this completely hinder the computer from turning on?

While re-seating the CPU, I discovered that the 4 pin power cable was actually connected backwards. I can't believe that I made such a big mistake.
