Everything starts normal. When I get to the desktop it won't allow me to open any files. It will just sit with the working cur

It should work. If it isn't that is really odd. "Safe Mode" should be on the device.
Do you perhaps have it set to start in "Fast Boot "? Which could cause that not to work.
Usually you can't get to the BIOS on boot up when "Fast Boot" has been enabled. This could also be the cause of the other options not working as well.
"Fast Boot" is a feature in BIOS that reduces the time it takes to start up your computer. If it's enabled, you can't press F2 to enter BIOS Setup, and because of this many things (keyboards, mice, drives, etc.,) will not be available until after the operating system loads as well.

It sounds like you may have something on the computer that you really don't want on it. Which would so cause this. You may need to run some diagnostics at start up, rather than letting it go straight to windows, and see what errors show up.
Also, try booting in "Safe Mode" and see if the error still occurs. If it doesn't, well then you definitely need to do some work to remove whatever was installed and is causing the problem.

Thanks for the suggestions. I will try. One problem I do have is the screen is broken so I have it hooked up to my HD TV so I don't get to see the command prompt as the HDMI doesn't kick in till after that. Not sure how to pull this one off. If you have any ideas on this one. Let me know.

You should be able to do it, just press (and keep pressing until the screen shows) F8 as the device is starting. Long before the other things show up. That should bring you to the options you need. It should still allow for seeing it on the added monitor.

Still no go. Nothing at all. It just boots as Normal. It's an acer running Windows 8.1
