It should work. If it isn't that is really odd. "Safe Mode" should be on the device.
Do you perhaps have it set to start in "Fast Boot "? Which could cause that not to work.
Usually you can't get to the BIOS on boot up when "Fast Boot" has been enabled. This could also be the cause of the other options not working as well.
"Fast Boot" is a feature in BIOS that reduces the time it takes to start up your computer. If it's enabled, you can't press F2 to enter BIOS Setup, and because of this many things (keyboards, mice, drives, etc.,) will not be available until after the operating system loads as well.
