I have an EVGA 750BQ PSU that, according to HW monitor, is outputting 14.8v on the +12v rail, is this ok? ( I am running an overclocked i5 9600k if that means anything). all the other voltages are within 0.2-0.3v of spec.

No. If it is truly 14.8 it is too high.
HWMonitor may be misreading it....but I doubt it.
You could check it with a meter to confirm.

interesting... that makes me wonder, I am overclocking my 9600K to 5ghz, with the voltage set to 1.35v in the bios, but HW monitor(or MB) reports 1.392 or even 1.4v, which seems high, though I have been running stable with good temps for quite a while.
